International analysis of coverage mechanisms : Private-Public Partnerships
In this section, we describe commercial coverage systems against terrorism in five different countries. We shall begin with a brief description of existing programs in Spain, United Kingdom, and the United States, after which we shall focus our analysis on France and Germany(28).
France and Germany are two interesting markets because both of these European countries have set up new commercial coverage programs against terrorism, similarly supported by the creation of insurance or reinsurance pools covered by the government, and implemented in response to the events of September 11 in the United States. But whereas terrorist insurance is mandatory in France, this is not the case in Germany. Two years after the institution of the German pool, continuation of its activity beyond 2006 is uncertain because the demand for insurance is too low.
