TEOR, an exclusive right-of-way for guided buses in Rouen

TEOR stands for "Transport Est Ouest Rouennais" (East-west transport in Rouen). The plan for an east-west line was born following the completion of a project for a north-south tramline. The estimates that the transport authorities had done in 1997 showed that, with any of the technologies (trams, TVR or urban cable-cars were under consideration) the cost would be in the neighbourhood of 2 billion Francs (to compare: the north-south tram line had cost 3 billion Francs). In view of the number and urgency of the numerous projects that needed financing, the budding district planning authorities for the Rouen area decided to invest 1 billion Francs only.
