Sanjivi Sundar

Sanjivi Sundar is currently a Distinguished Fellow at The Energy and Research Institute (TERI) and NTPC Professor of Regulatory Studies at TERI University. Mr. Sundar joined the Indian Administrative Service in 1963 and has held several senior positions in the State of Gujarat and in the Government of India. He was with the Commonwealth Secretariat in London for 8 years, first as Special Advisor (International Finance) and then as Director of the Economic and Legal Advisory Services Division, which assists and advises developing Commonwealth governments on macro-economic and financial management, and international contractual arrangements. His last assignment in the Government of India was as Secretary in the Ministry of Surface Transport and was responsible for the development of ports, shipping, inland waterways and roads. During his tenure in the Ministry, he initiated major policy changes to attract private investment in the development of ports and roads.

Mr Sundar has led TERI's work in the transport sector; and has focussed on developing integrated policy approaches towards providing energy efficient and environmental friendly urban transport systems. He has also co-edited a TERI book on "Clearing the air: better vehicles, better fuels". Mr Sundar chaired the first ever study commissioned by the government of India on the "Trucking Industry' in India, which has made far reaching recommendations on modernizing the industry. He also chaired the National Committee on Road Safety set up by the Government of India. He has presented papers at several national and international conferences on sustainable transportation.

He has also written extensively in newspapers and refereed journals focussing on measures to strengthen and deepen regulatory reform. He was on the Faculty of the South Asian Forum for Infrastructure Regulation (SAFIR) and was a Distinguished Visiting Professor at the Faculty of Law, University of Toronto, where he delivered a series of lectures on'Regulatory Reform and Governance' in 2002-03. He is currently on the Governing Council of the CUTS Institute for Regulation and Competition and a member of an International Advisory Panel set up by DFID UK on regulatory governance.
