Veolia Institute's Governance

The Veolia Institute is a non-profit organization (Association Loi 1901) governed by two bodies: the Board of Directors and the Bureau.

The board of Directors

The Board of Directors defines general policy, and directs and controls the management of the Institute. Made up of 14 members – members of the Veolia Group Executive Committee, outside experts recognized for their competencies in the Institute’s areas of interest, and members of the Foresight Committee – it provides a balanced cross-section of the Institute’s different actors. This diversified membership embodies the original positioning of the Veolia Institute and the bridges it has built between private sector players, representatives of civil society, and scientific circles.

The Bureau

The Bureau supervises the day-to-day management of the organization and oversees the implementation of the decisions made by the Institute’s Board of Directors. It is made up of 4 members, elected by the Board of Directors:

  • Jean-Pierre Tardieu - photo Veolia
    Jean-Pierre Tardieu President President of the Veolia Institute since 2005, Jean-Pierre Tardieu became a member of the Board of Directors in 2001 after serving as Advisor to the President of Veolia and Director of Institutional Relations and Sustainable Development. He is also President of E3PO (European Public Private Partnership Operating Companies in Infrastructures and Services).

    An alumnus of the École Polytechnique – as well as an engineer from Ponts et Chaussées and a graduate of the Institut d’Études Politiques (IEP) in Paris – Jean-Pierre Tardieu began his career with a ten-year stint in the public sector. In 1977 he was appointed Director of the Compagnie Générale des Eaux, in charge of water distribution in France and the UK.

    He has also served as President of the Syndicat des entreprises de services d’eau et d’assainissement (water and sanitation utilities union) and of UNSPIC (the National Union of Public, Industrial and Commercial Services).
  • Paul-Louis Girardot
    Paul-Louis Girardot Vice-President Paul-Louis Girardot is currently a non-voting member of Veolia’s Board of Directors and has been a member of its Research, Innovation and Sustainable Development Committee since 2006. He has served as the Chairman of the Supervisory Board of Veolia Water-Compagnie Générale des Eaux since 2001.
    Until 1998, Paul-Louis was an administrator and Managing Director of Vivendi. His activity centers mainly on developing Veolia’s facilities management activities, particularly in the water field.

    He made a significant contribution to growing Vivendi’s telephony business, particularly in radiotelephony. He has also helped Veolia Environment to develop in the field of energy services and decentralized electricity production (cogeneration), via the Dalkia subsidiary.
  • Jean-Pierre Boisivon
    Jean-Pierre Boisivon Vice-President Veolia Institute Vice-president Jean-Pierre Boisivon is also Advisor to the Institute de l’Entreprise, a business think-tank (of which he was General Delegate from 1997 to 2008) and President of the Conseil d’Orientation et de Réflexion de l’Assurance, an insurance think-tank.

    He began his career as a primary-school teacher (from 1964 to 1969), taught at the University of Paris II Panthéon Assas from 1980 to 2000, set up – and then directed – the Evaluation and Foresight department at France’s Ministry of Education (1987-1990) and headed the Essec Group (1990-1997).

    His numerous activities have also included working at the Paris Stock Exchange (1970-1978), and positions as Deputy Managing Director of the Caisse d’Épargne in Paris (1978-1985) and as General Secretary of the Paris Banking Union (1985-1987).
  • Philippe Capron
    Philippe Capron Treasurer Veolia’s Deputy Managing Director with responsibility for finance since 2013, Philippe Capron was previously CFO on the Board of Vivendi, from 2007 to 2013. After graduating from HEC and the IEP, he began his career as an assistant to the Chairman and Secretary of the Board of Directors of Sacilor (from 1979 to 1981).

    After qualifying from the Ecole Nationale d'Administration (ENA) in 1985, he worked as a Finance Inspector. In 1990, he was appointed Managing Director of Dumenil Leblé bank, and in 1992, became a partner in the strategic consulting firm Bain & Company.

    In 1994, he joined the Euler Group as its International Development Director, becoming CEO of Euler-SFAC in 1998, the position he held until 2000. In November 2000, he joined the Usinor Group as CFO, moving on to become President of Arcelor Packaging (2002-2005), and finally Arcelor’s Executive Vice-President for Finance until 2007.
